In northeast Kentucky, Johnson and Martin. Insouth central Kentucky, Laurel, McCreary, Pulaski, Rockcastle,Wayne and Whitley. In southeast Kentucky, Bell, Breathitt, Clay,Floyd, Harlan, Jackson, Knott, Knox, Lee, Leslie, Letcher,Magoffin, Morgan, Owsley, Perry, Pike and Wolfe.* WHEN...Through this evening.* IMPACTS...Excessive runoff may result in flooding of rivers,creeks, streams, and other low-lying and flood-prone locations.* ADDITIONAL DETAILS...- Widespread showers and isolated embedded thunderstorms willaffect much of eastern Kentucky today as Tropical SystemHelene approaches and passes through the area. Periods ofheavy to, at times, torrential rainfall are expected fromthis, which may lead to incidents of flashflooding. Rainfallamounts between 11:30 AM and 1:30 PM will average around aninch, with some locations picking up closer to an inch and ahalf. This will cause urban and small stream flooding in lowlying areas.- Some locations that will experience flooding include...Pikeville, Whitesburg, Hindman, Estill, Bath, Jenkins, CoalRun Village, Elkhorn City, Wheelwright, Fleming-Neon, Martin,Pippa Passes, Forest Hills, Wayland, Virgie, Galveston,Beaver, Jonancy, Buckhorn Hollow and Ligon.Turn around, don't drown when encountering flooded roads. Most flooddeaths occur in vehicles.
